On 31 October 2025, the Government of Tanzania published the Electricity (Development of Small Power Projects) (Amendment) Rules, GN No. 640 of 2025 (the SPP Amendments) to amend the provisions of
The Electricity (Development of Small Power Projects) Rules G.N No. 491 of 2020 (the SPP Rules).
The SPP Amendments aim to streamline the development of Small Power Projects (SPPs) and Very Small Power Projects (VSPPs), strengthen oversight by the Energy and Water Utilities Regulatory Authority (the EWURA) and Rural Energy Agency (REA), update strategic area criteria, revise Standardized Power Purchase Agreements (SPPAs) and introduce enhanced compliance obligations for developers.
These changes have significant implications for project developers, investors, and
distribution network operators (DNOs), particularly in licensing, project structuring,
and contractual arrangements.
